Carole Ceard is the Aerospace and ICT Trade Attachée at the Québec Government Office in Seattle, where she is responsible for strengthening economic, technological, and innovation partnerships between Québec and the Western U.S.

Based in Seattle, she supports Québec companies in the aerospace, space, defense, and technology sectors through business development initiatives, market intelligence, and strategic partnerships. She works closely with industry leaders, research institutions, investors, government agencies, and economic development organizations to foster collaboration and facilitate market access in one of North America's most dynamic innovation ecosystems.

Prior to joining the Québec Government in 2023, Carole led the Aerospace and High-Tech Committees of the French-American Chamber of Commerce of Pacific Northwest, where she helped connect industry stakeholders and promote transatlantic business opportunities. Before transitioning to international trade and economic development, she built her career in communications, holding positions with organizations ranging from the Publicis Group to Inria, the French National Institute for Research in Digital Science and Technology.

Carole holds a Master's degree from a French business school, where she specialized in International Business.
